Smallest Enclosing Circle (RIC)
Use randomized incremental construction to maintain the minimal circle as points arrive.
Idea: insert points in random order and only rebuild the circle when a new point falls outside.
The smallest enclosing circle is defined by 2 points (diameter) or 3 points (circumcircle).
